Representative Warner presented House Bill 15-08, which would extend the existing lifetime enhanced handgun-carry permit fee waiver to retired law enforcement officers who served fewer than 10 years if they retired because of a line-of-duty injury and were post‑certified at retirement. Warner said the current statute requires 10 years of service; the bill would remove that minimum for injured retirees.
Representative Johnson asked whether there is a minimum service requirement; the sponsor confirmed the current statute uses 10 years and that the bill would allow any officer injured in the line of duty to access the benefit. Representative Hardaway asked whether officers who retired under discipline or who had lost post certification would remain eligible; the sponsor said those with disqualifying trouble would not be eligible and offered to refine language by amendment if necessary. The committee sent the bill to Finance, Ways and Means; the clerk recorded 13 ayes and 4 present not voting.
The bill will be reviewed in Finance, Ways and Means before further action.
