Explaining the bill, the sponsor told the committee the program provides a substitute address so an abuser cannot discover a victim’s home through public records and that the bill “updates the Safe at Home laws to allow a sibling to be a co-applicant” and clarifies cross‑state enrollment. The clerk recorded a 19–0 vote to move the bill forward. Committee members expressed broad support, noting the program’s long history of helping stalking and domestic-violence victims.
The bill will proceed to the calendar and rules committee for further consideration.
