Spurrs seek a fourth storage building; board presses for lighting, screening, and record of past conditions

Jeff and Lynda Spurr presented Application 26.0520.SPU proposing a fourth building at the existing self-storage facility at 4215 VT Route 106. Land Use Administrator Ryan Gumbart summarized the site's permit history and recurring conditions from earlier DRB and ZBA decisions, noting that water drains to the east into a roadside ditch and that past approvals required compliance with outdoor lighting standards and a cap-and-seal of a well; the applicants reported they believe the well has been closed out but provided no closure documentation. The board examined Exhibit #6 (lighting) and other application materials before questioning the applicants.
The Spurrs described their proposed lighting as fully shielded fixtures mounted on building corners and said “the lights come on at dusk and stay on until dawn” to allow 24/7 tenant access. The board discussed the difficulty of illuminating building lengths with downward-facing fixtures and that attaching fixtures to the building may require a state fire marshal permit. The applicants also described recent plantings—six new bushes on the north boundary—to improve screening; they said they will maintain the plantings and trim them to encourage outward growth. Ms. Hunton moved to close the hearing; Mr. Cohen seconded the motion and the board voted unanimously to close the record.
