County approves Elsewhence music festival permit with safety and staffing conditions

The Board approved Outdoor Event Permit Case A26-0006 for Elsewhence, a multi-day music, vendor and camping event scheduled for Sept. 18–20, 2026, on an approximately 1,658-acre property at 4074 County Road 68 near Bailey. Shelly Yarbrough presented the staff report and applicant David Wellhauser provided rebuttal during the public hearing. Public commenters in favor included Bart Burger, Steve Maruska and Lynda James; opponents included Walter Fullerton and Suzanne Vanhall.
The conditions approved by motion of Commissioner Gemmer and seconded by Commissioner Wissel included: no fire performances during a fire ban; required fire insurance (not included as an insurance inclusion); prohibition on idling parked vehicles on grass; provision of 5 gallons per person for water and a minimum of 500 gallons of on-site emergency water; compliance with Planning Commission and staff conditions; and other site-specific requirements. The motion passed with a 2-0 recorded vote in the minutes.
