Council approves $127,548 in equipment purchases for Pope Avenue stormwater project

The City Council unanimously approved purchases for the Pope Avenue Stormwater System Rehabilitation Project on June 9, 2026: a backflow preventer from Ferguson Waterworks for $42,100 and a stormwater pump from MWI Pumps for $85,448. The expenditures will be paid with a FY 2025/2026 Community Development Block Grant (CDBG) award administered through Volusia County.
City Manager James L. Gillis explained the project installs a pump at the end of the Pope Avenue storm pipe so collected water can be pumped into Reed Canal to prevent backups into the roadway and homes. He said the existing backflow preventer is beyond its useful life and replacement is a precautionary measure; once received, Public Works will complete installation using department staff.
Gillis noted there is a manufacturing lead time of about three months because the items are custom. Councilman Brandon L. Young asked about the Ferguson bid being significantly lower than others; Gillis said staff had no concerns and that the Ferguson product is proprietary and used by other municipalities, including Miami and St. Petersburg. Councilwoman Lisa O’Neal moved approval and Vice‑Mayor Doug Quartier seconded; the motion carried unanimously.
