Residents used the public-comment period at the Dakota Dunes CID special meeting on June 4 to ask about board vacancies, how unexpired terms are filled and whether golf carts may be used on the Boulevard. Wayne Bradshaw asked how upcoming vacancies would be filled; Andrew Tramp and board members explained that current board member terms are posted on the Dakota Dunes website and that, under South Dakota law, if a vacancy occurs during a term the remaining board members appoint someone to serve the remainder of the unexpired term.
Mr. Tramp described the CID’s past practice for filling vacancies: posting a notice in the newspaper, accepting letters of interest, and having the board select an appointee from among the submitted letters. Resident Boyd Allison raised concerns about short notice for posted meeting agendas; Mr. Tramp responded that, under South Dakota law, the CID must post the agenda within 24 hours of a meeting and that agendas are posted on the Welcome Center doors (the CID office and meeting location) and on the Dakota Dunes website.
Bradshaw also asked for an update on an official opinion requested from the South Dakota Attorney General’s Office about the legality of golf carts on the Boulevard. Board member Mr. Shorma and Mr. Tramp said a formal opinion has been requested and the board is awaiting a response; the minutes record no additional action or timeline for the Attorney General’s reply.
