Staff reports crosswalk, trail and bridge updates; CID will not maintain proposed park restrooms

CID staff reported plans for a marked pedestrian crosswalk with LED push-button activation to be installed in May/June 2026, progress on the Sioux Point Trail with expected June completion, the Big Sioux Pedestrian Bridge (Cloverleaf Crossing) opened May 12 and is closed nightly, and that SLWA will mail enrollment information in June. The board declined to maintain restrooms at Meadows and Prairie parks.
CID staff member Andrew Tramp reported several infrastructure and service updates on May 18. He said a marked pedestrian crosswalk with an LED pedestrian crossing sign and push-button activation will be installed to allow crossing Dakota Dunes Blvd from Meadows Blvd to Prairie Blvd, planned for May or June 2026. He also reported that Service Line Warranties of America will mail information in June to residents who have not enrolled.
Tramp updated the board on the Sioux Point Trail Project, which is awaiting final grading, irrigation repairs, sod and street lighting with planned completion in June 2026. He announced that the Big Sioux Pedestrian Bridge, now named Cloverleaf Crossing, is officially open as of May 12, 2026, and that the bridge and Big Sioux Levee Gate are closed daily from 11:00 p.m. to 6:00 a.m. The board discussed whether to maintain restrooms at Meadows Park and Prairie Park if the Dakota Dunes Community Association were to build them and stated they are not interested in maintaining restrooms at either park.
The minutes also record an update from the U.S. Army Corps of Engineers that snowpack in the Missouri River Basin is less than average; no further action on that item was recorded.
