Idaho GOP officials and legal critics warn committee that Article V carries procedural risks

Multiple witnesses told the Senate Judiciary & Rules Committee they opposed HCR 25 because Article V lacks defined procedures for delegate selection and rule‑making. Vicki Keen, speaking for the Idaho Republican Party and the Republican National Committee, said the RNC had a 2012 resolution opposing such conventions and that Idaho Republicans reaffirmed opposition in 2025.
Other opponents reiterated concerns that a convention might exceed its mandate. "Article V did not specify how delegates would be chosen, what rules would govern the convention, or how the agenda could be limited," said Vicki Keen. Several speakers cited the 1787 Constitutional Convention as an historical example of delegates exceeding instructions and used that precedent to argue the risk of unintended constitutional change was real and unacceptable.
