Committee approves H 520 to standardize administrative hearing notices

The Senate Judiciary & Rules Committee recommended H 520, a bill to amend the Idaho Administrative Procedure Act to standardize notice content for administrative hearings, to be sent to the floor with a do pass recommendation. Senator Ruchti explained the bill’s intent to create consistent minimum notice standards across agencies and noted it would not apply to counties or to administrative hearings under certain agencies, including the Idaho Department of Environmental Quality (IDEQ) and the Idaho Department of Water Resources (IDWR).
Bryan Nickels, Chief Administrative Law Judge, told the committee the measure "aimed to address minimum standards for notices and did not get into timing," indicating the bill focuses on content of notices rather than statutory hearing deadlines. The motion to send H 520 to the floor passed by voice vote.
