Proposal to cap legislators' annual bill-draft requests advances from committee

Senator Guthrie told the Senate Judiciary & Rules Committee that SCR 114 would limit each legislator to 25 bill-drafting requests per calendar year, counting multiple versions of the same draft as a single request, with exemptions for appropriations, amendments, trailer bills and interim committee legislation. He said the limit was intended to ease workload at the Legislative Services Office and cited that 24 other state legislative chambers use similar measures.
Dr. Jean Henscheid, president of the League of Women Voters of Idaho, testified in support, saying decades of rising workloads have produced many low-quality drafts that divert attention from core issues such as budgets, elections, health care and education. Senator Foreman moved a do-pass recommendation to the floor; the motion carried by voice vote.
