Council approves construction-easement offers, allows $500 minimum for N. Colville Rd improvements

The Deer Park City Council on Feb. 4 approved proposed construction-easement offers needed for the N. Colville Road improvements and amended the city’s right-of-way procedures to permit a $500 minimum offer per affected property.
City staff member Dan Pratt reviewed the project and said "temporary construction easements will be required from adjacent property owners to facilitate construction activities associated with the project." Councilmember Fred Senn moved approval, Councilmember Ellen Standen seconded, and the motion carried 7-0.
The action authorizes city staff and Contract Land Staff, LLC to proceed with negotiations and execution of the easements and directs staff to edit Exhibit B in the city's ROW procedures to allow the $500 minimum offer. The motion did not specify timelines for property-owner notice or the total number of affected parcels.
Council did not discuss permit or registration requirements in this item; those issues were addressed separately during a later discussion about backyard chickens. The city clerk will reflect the fee-procedure change in the ROW documents and make them available as part of the public record.
