The Davenport City Council approved Resolution 2026-02 on Jan. 14, 2026, granting the mayor authority to sign a lease with Tim O'Connell to build a hangar at Davenport Airport. City Administrator Steve Goemmel told the council that O'Connell wants to construct a hangar and enter a lease agreement; Lance Strite moved to approve the resolution, Chris Stein seconded, and the council carried the motion.
The airport committee had earlier reported on broader airport matters: Councilmember Patrick Katz said the committee discussed compliance, a loan application for a Jet A fuel tank, and the AWOS/PAPI system that was installed. No financing terms or lease length were read into the record at the meeting. The council did not record any formal opposition during the vote.
The approval authorizes the mayor to finalize the lease; staff will carry out the subsequent administrative steps to execute and record the lease with the lessee.
