Fox said the pro forma revealed a water revenue requirement of about $408,000 and recommended a $7.50 increase on the monthly water bill to close a funding shortfall and sustain operations.
On sewer, Krona presented two options with estimated shortfalls of about $83,000 (option 1) and $113,000 (option 2). Fox explained the options differ by how much allowance is made for depreciation and working capital and recommended advertising the higher option while allowing the council to adopt a lower alternative if desired. The procedural timeline presented was: introduction/first reading tonight; a public hearing in August; and a second reading and adoption thereafter if the council chooses to proceed.
After discussion of shortfalls and bond/reserve balances, Councilmember (speaker 4) moved to advance the rate ordinance to second reading; the motion was seconded and carried by voice vote. The council did not adopt rates tonight; the move to second reading starts the public-notice and hearing timetable the consultant outlined.
