Architect: teacher housing nearly on schedule; board discusses septic bids and financing

Philip Burkhardt of PBW Architects told the board the teacher housing construction is almost exactly on schedule. He described recent prep work on forms for the well house performed through a change order and said a concrete subcontractor plans to donate the concrete pour when next on Shaw Island.
Directors discussed obtaining separate estimates for the septic system and the pumphouse. Director Jon Shannon agreed to send Superintendent Becky Bell a list of septic companies approved for the proprietary design. District Business Manager Kara Moore summarized procurement thresholds: projects at $100,000 or less may use minimal competition such as quotes or the small works roster; between $100,000 and $350,000 the district may use a small works roster or formal competitive bidding; projects above $350,000 require formal bidding.
Director Carol Criss updated the board on the project’s revenues and expenditures and said fundraising is ongoing; the board discussed options including drawing on general fund investments or securing a loan to complete the project.
