Councilmember Blake Martin reviewed parking and towing restriction codes from Grand Coulee and Coulee Dam and recommended the city model Electric City's ordinance on the Coulee Dam approach and adopt an RCW-based towing authority. The council agreed it would be appropriate to include winter parking restrictions for November through March.
