Council raises concerns about WWTF Joint Board communications and SJ Environmental contract

Councilmember Robbin Boyce told the council that minutes and recommendations from the Wastewater Treatment Facility (WWTF) Joint Board of Operations have not consistently been conveyed to Electric City and Grand Coulee councils, and that the current SJ Environmental contract was not discussed with Electric City prior to recent Joint Board actions. Boyce provided minutes from the Joint Board and a copy of an ordinance asking for changes to the interlocal agreement.
The council did not take immediate formal action on the matter during the Oct. 17 meeting but flagged the interlocal agreement and coordination process for follow-up. The minutes record concern that Joint Board edits have not made it to both councils; the issue remains unresolved and will be taken up in future interjurisdictional discussions.
