CPMT upholds emergency Light House 1 placement contract executed June 24

The Henry County Community Policy and Management Team (CPMT) voted June 25 to uphold an emergency placement contract for Light House 1 that was executed on June 24, 2026, to place a youth for whom no other placement could be located.

According to the meeting minutes, the contract "was emergency approved on 6/24/26 to place a youth whom no other placement could be located." Billie White moved to uphold the emergency approval and Kelly Koebel seconded; the motion carried by unanimous vote. The emergency approval was presented to CPMT after it had already been executed, and members agreed to sustain the action during open session.

The decision was presented as a case-specific placement action; CPMT later entered a closed session under Code of Virginia §2.2-3711(A)(15) to review individual cases, and returned to certify that closed meeting. The minutes do not provide further contract terms, financial amounts, or identifying client details beyond noting the emergency placement and the date it was executed.

CPMT staff indicated the item was being presented for ratification after the placement was made; members confirmed the emergency approval but did not vote on additional funding beyond standard placement procedures. The CPMT will revisit placement and funding cases in its July meeting schedule.
