Two neighbors — Cyril Delapp and Jenetta Maxwell — told the commission they were not opposed to development but asked the City to address yard flooding and the covered drain pipe. Commissioner Hood asked for a continuance so the applicant could appear and answer questions; the commission voted to continue the item 10-0.
