Applicant Kurt Oster said the remaining obstacles are a road realignment with Ivory and securing water rights, telling commissioners that the applicant is partially constrained by factors outside its control. Oster said his team had a developer under contract previously but that the water issue paused that progress. Commissioners discussed milestone triggers and whether the agreement should include progress benchmarks; staff noted the applicant suggested 72 months and staff adjusted the overall agreement to expire in 2033 to align with that site-work extension. The commission voted unanimously to forward a positive recommendation to council.
