Brandon, planning staff, briefed the commission on the city's recently adopted annexation policy plan and explained why the city must re-run the code-required public-notice process rather than 'amend' the adopted policy. He said the proposed addition of Area 7 reflects property with strategic resources and a mineral-rights owner who has expressed willingness to work with the city on potential infrastructure investments.
Brandon told commissioners "there might be some good opportunities for the city to kind of cooperate with them" on infrastructure and resource extraction if conditions allow. Staff emphasized the annexation policy plan is a decision-making framework and not an immediate proposal to annex specific parcels. The commission opened the affected-entity hearing; staff noted affected entities have an additional roughly 10-day comment period following the hearing and the item will return to the commission and later to council for decisions.
