Mackey told the commission the team built the road and the new signalized intersection, completed culvert extensions (he referenced 42‑inch culvert pipes), and stubbed utilities upward through the easement so the site is ready for near‑term development. He said the company plans to pave certain lots this summer and proceed in phases, with the developer including two city‑owned parcels on the conceptual plan to provide access.
Staff and commissioners discussed the wash that runs west–east through the site and recommended preserving the corridor as open space or assigning maintenance to HOA or the city rather than private lot owners. Staff noted the Clearview development agreement requires 0.5‑acre minimum lots in adjacent areas and reminded the commission of a 75‑foot setback from washes for primary structures. Commissioners praised Ivory's advance work on trails and road widths and expressed broad support for the concept plan.
