Jeff Olson reported that a resident, Terry Hier, was upset because the town attorney, Adam Powers, indicated that a Boundary Line Adjustment (BLA) Exemption form from the Agency of Natural Resources (ANR) would be required. The minutes state the ANR requirement was new to the commission and that the form is used to confirm a boundary adjustment will not negatively affect water supplies or septic systems.
Jeff Olson said he will contact ANR to look into the governing statute and that the town should consider keeping a blank Exemption form available for future BLA applicants so they are aware the requirement may apply. The commission did not take formal action at the meeting; the item was recorded as an administrative follow-up.
