Topics included whether to count Accessory Dwelling Units (ADUs) in the survey, whether the town should require registration of short-term rentals listed on platforms such as Airbnb and VRBO, and how to distinguish short-term rentals that are owner-occupied from whole-house properties that would otherwise be available for permanent rental or ownership.
The group also discussed the possibility of instituting a local options tax on short-term rentals to capture transient-occupancy revenue or to disincentivize conversion of long-term housing to short-term use. "Would the Town consider instituting a local options tax on short-term rentals?" the minutes record; Joe Keil said he would forward an item from the State on how to institute such a tax. No policy was adopted; commissioners agreed to consider whether to include ADU counts in the survey and to continue the conversation as they draft plan sections.
