Council members discussed dates for budget study sessions and the public hearing after staff said the budget document will be available April 1. The clerk (reading staff guidance) told members the city charter requires the budget be available three weeks before a public hearing, which constrains the earliest allowable hearing dates: "the budget's not available till April 1," the clerk said during the discussion.
After discussing calendar conflicts around Easter, the council agreed to plan study sessions on April 14 and April 17 and to set a special meeting/public hearing window beginning April 28, while noting some members preferred April 29 if scheduling required a later date. The council asked staff to refine meeting language and return any required formal motion for the public hearing date on the next agenda.
