Ceresco trustees approve first reading of Trap-Neuter-Return ordinance to manage community cats

The Village of Ceresco Board of Trustees approved the first reading of Ordinance 2026-4 on June 16, establishing a Trap-Neuter-Return (TNR) program for community cats.
The ordinance, introduced by Chair Scott Peterson and read by the Clerk, adds definitions and procedures to Chapter 3 of the municipal code and directs village departments to implement TNR. The text states, "Trap-Neuter-Return shall be the preferred disposition for impounded community cats," and defines terms including "Community Cat," "Community Cat Caregiver," and "Eartipping." The Board voted unanimously to approve the ordinance on first reading; a second reading is scheduled for the next meeting.
The ordinance allows caregivers to reclaim impounded eartipped cats for the purpose of returning them to their original location, requires posting of impoundment notices at the village clerk's office and the Ceresco Post Office, and sets a minimum 72-hour impoundment period before unclaimed cats may be processed by the TNR program or disposed of in accordance with applicable rules. Where an impounded cat cannot be reclaimed, the village may acquire title after the waiting period.
Peterson and Clerk Joan Lindgren handled the introduction and procedural reading; Trustees Sophia Custer and Burklund joined Peterson in the roll-call vote. The Board did not adopt the ordinance on final reading; the measure will return to the Board for a second reading at a later meeting.
