Developer remains interested in Westbrook outlet site after CT DEEP review; CMDA to review zoning

Planning staff updated members that outlet redevelopment developers recently met with Connecticut Department of Energy and Environmental Protection staff to review comments; state reviewers indicated certain areas do not qualify for septic fields, though the developer received additional time and remains interested in pursuing the project. First Selectman engaged the governor’s office to try to secure additional DEEP meetings.
Separately, Gillespie said Westbrook held a Zoom call with CT Municipal Development Authority Executive Director David Kooris; CMDA has put Westbrook on an immediate list, retained consultants to review the town’s zoning, and begun dispersing funding to municipalities. Staff provided CMDA an update on the outlet project so consultants can factor zoning into any assistance.
