He urged the city to "hire a third-party procurement expert to ensure fair and transparent processes for all city procurement," saying such a step would reduce opportunities for undue influence.
The mayor responded from the dais, acknowledging he had not completed the CJIS training at the time of a prior meeting but disputing the implication of wrongdoing. He said, "I didn't see anything that I shouldn't have seen at that point... I started that training. It shows you when you complete the training. It doesn't show when you start the training. So, yes, I didn't complete that training. However, I didn't see anything that I shouldn't have seen at that point." (Mayor, speaker 3).
