He warned planners must schedule clearing work to avoid seasonal restrictions protecting a particular bat species at the Cold Spring Brook crossing and noted Connecticut Water Company's planned water‑pipe replacement will create overlapping construction impacts in that corridor.
Committee members did not vote on any project authorizations because the joint meeting lacked a quorum.
