Council adopts tighter concept‑plan requirements, adds notice to council when concept plans go to Planning Commission

Council considered an ordinance amending the municipal code to strengthen concept‑plan requirements for master development, preliminary plats and rezones. Staff said the goal is to require key infrastructure documentation earlier in the review process — traffic circulation, utility infrastructure plans, and a concept street layout — to prevent costly surprises later and to make sure connections to roads and utilities are feasible before applicants spend significant dollars.

Councilmembers and public‑works staff voiced broad support but expressed concerns about repetitive resubmissions and applicants repeatedly returning with insufficient changes. The council added explicit language requiring staff to notify the council when a concept plan is forwarded to Planning Commission and asked staff to propose a reasonable limit on repetitive resubmissions. The amended ordinance passed after councilmembers clarified the council could require a concept plan be brought before it if needed. Public‑works staff said the changes will reduce wasted applicant expense and improve alignment with the city’s transportation and utilities master plans.
