Council tweaks recreation sponsorship policy to prioritize scholarships and participant benefits

Staff said the policy would create a sponsorship fund and a fee schedule; the initial draft allowed the fund to be used for equipment, facilities, coach certification and administrative costs as well as direct participant scholarships.
Several council members urged limiting sponsorship use so the funds "follow the kid" — meaning sponsorship dollars should directly reduce registration costs or fund participant scholarships rather than being absorbed into maintenance or administrative accounts. One council member asked that sponsorships be placed into a segregated special revenue fund so the money would carry forward year to year and not be absorbed into the general fund. Staff agreed to remove maintenance/administrative categories from the list of allowable uses, to update the fee schedule shown in work session, and to finalize appeals and oversights so the Community Services Board and the city manager have defined roles. "Sponsorship things should be going directly to the kids," one council member said.
