City staff previews proposed 'Area 7' annexation plan; council asked for feedback

Staff presented a proposed update to Eagle Mountain’s annexation policy that would add a new geographic designation called Area 7 to the city’s annexation map. The presentation, led by a planning staff presenter, made clear that the annexation plan is a policy guide — not an automatic annexation — and that adding the area simply signals the city is willing to consider future annexation proposals. "An annexation policy plan is a decision‑making guide," the presenter said, adding the city must still take any future annexation proposals through the standard process and outreach to affected entities.

Council members pressed staff on potential costs and constraints. A council member asked whether property tax collection or road‑maintenance obligations would change if land were annexed; staff said those fiscal details would be evaluated once a development proposal advanced and noted arrangements already exist on some roads in the area. The presenter said Area 7 includes state and federal parcels and noted some privately held mineral deposits and proximity to Utah Lake, which could raise environmental and infrastructure tradeoffs. "We're not saying all these orange areas are necessarily coming to the city," the presenter said. "We're just saying we'd consider proposals."

Staff outlined the procedural steps the city has completed — an affected‑entity meeting and a public hearing — and the next steps: additional affected‑entity feedback, two Planning Commission hearings and a council policy session. Councilmembers asked staff to include the annexation presentation images in the meeting packet so the record will include the map shown to the public. The topic will return to the Planning Commission next week and is scheduled for council consideration on July 7.
