Brandon Larson presented a narrow code amendment requiring developers to submit preliminary cost estimates with preliminary plats (iterative estimates allowed) and signed, dated final cost estimates by an engineer at final plat or site-plan stage. Staff explained the requirement will not itself set bonding amounts but will help the city engineer and public-works staff review infrastructure needs earlier in the process and avoid last-minute surprises when bonds are calculated.
Commissioners and staff agreed that most developers already prepare these estimates for their internal engineering work and that the change is intended to formalize submission timing and content expectations so city reviewers have the information they need before final approvals. One commissioner asked if the process would create an engineering-review bottleneck; staff said earlier submission usually streamlines review and typically reduces last-minute iteration.
The commission voted 5–0 to recommend the code amendment to city council. Staff said the change will be coupled with updated administrative guidance to outline acceptable formats and update the city’s permitting portal.
