Planning commission recommends adding Area 7 to annexation policy plan; staff flags water and trunk-line costs

Larson displayed population and infrastructure data and said the city is "projecting that we're about to hit 80,000" residents based on recent building‑permit tracking. He highlighted major infrastructure needs in the city’s water and wastewater master plans, including a roughly 4‑mile sewer trunk estimated at about $15 million for the stretch through Long Pole Canyon and a multi‑year water‑system program staff estimated at roughly $135 million over five years for storage, treatment and trunk improvements.
Staff emphasized solar and energy uses (Area 2), transportation corridors and possible mineral‑rights partnerships (Area 7) as reasons the city may want to bring certain parcels into the annexation plan, while cautioning that residential expansion is constrained by water availability. Brandon said the city had notified affected entities and received no substantive written feedback in the 10‑day comment window before the hearing.
After brief clarifying questions, the commission opened the public hearing (no public testimony) and voted 5–0 to forward a positive recommendation to the city council on the annexation policy plan as presented.
