Commission approves rezoning at Vero and College despite neighbor flood and access concerns

Clarissa Ivy, a planner for the city of Abilene, presented Z20-20-8 to rezone parcels at the corner of Vero and College from residential single-family to general commercial and said staff found the request consistent with the comprehensive plan and criteria in the land development code.
Agent and applicant Jack Oduro told the commission his team will conduct an H&H (hydrology and hydraulics) study — similar to work completed for a nearby Starbucks — and coordinate with the city’s engineering department on floodway permits and required elevations. "We plan to go through that process as soon as we get approval through the rezoning to do that H and H and submit it," Oduro said.
Frances Womack, who said she is the only owner living on Barrow Street adjacent to the site, urged denial and described access and flooding concerns. "It's a nightmare to get in and out of your driveway," Womack said, adding that previous local flooding reached doorsteps in severe events but that recent improvements limited impacts.
Commissioners asked about floodplain coordination and noted the applicant’s plan to conduct formal studies; after hearing public comment the commission voted to approve the rezoning as presented.
