After lengthy cost and billing discussion, the subcommittee agreed the next procedural step is to issue an RFP to collect comparable contract offers and clarify market pricing. Several members said RFP returns will allow the committee to convert Brentwood’s internal figures into a defensible readiness fee and contract structure.
“Jim has somebody who's gonna give us an RFP. That'll give us a much better starting point,” one member said. The committee decided not to meet again immediately but to reconvene after staff and the chief have firmed up the RFP and market comparisons; a future 3:00 p.m. meeting time was discussed but left flexible. The group emphasized any contract must protect Brentwood taxpayers if collections underperform.
