Butler County signals intent to exceed revenue-neutral rate as 2027 budget review continues

Butler County staff continued the 2027 budget workshop series on July 7–8 and Assistant Administrator/Finance Director Ryan Adkison informed the Board that the county intends to exceed the Revenue Neutral Rate (RNR) for the 2027 budget year, including the budgets of Butler County Fire Districts #1 through #12.
Adkison cited K.S.A. 79-2988(b) and said the statute requires governing bodies, on or before July 20, to notify the County Clerk of the proposed intent to exceed the RNR and to provide the date, time and location of the public hearing and the proposed tax rate. “The intent of the County to exceed the Revenue Neutral Rate (RNR) for the Butler County 2027 budget” was reported to the Board; no final mill levy was approved at these sessions. Department heads also reviewed internal and external budget requests and the County's Capital Improvement Plan (CIP) as part of the workshop process.
The Board received the presentations and did not adopt the budget or set a final tax rate during the July 7–8 meetings. Staff will present proposed mill levies and the schedule for the required public hearing(s) before formal adoption.
