Asotin resident alleges high-pressure roofing sale; council votes to pursue DeBella business-license revocation

Cheryl Wagoner, an Asotin resident identified at the meeting as a "DeBella complainant," told the City Council on July 14 that roofing contractors visited her home during the week of the fair and pressured her to sign a contract and pay immediately.
"They kept saying that you have to PROMISE TO PAY TODAY!!" Wagoner said, and later told the council she had initialed 47 spots on a digital contract and "did write them a check for $7,450.00." Wagoner said she mailed a written cancellation but the company recorded receipt seven days after she mailed it and refused to cancel the contract or return her deposit.
Councilmembers heard a second related complaint by phone: Clerk-Treasurer Tina Davidson told the council that Claudia Dangelo, another alleged DeBella customer, was too sick to attend and said the transaction caused so much stress she required hospitalization.
Mayor Dwayne Paris told the council he believed DeBella did not hold the required city business license and that the paperwork supporting the contract may have been falsified. "It appears from the business license that they operate under various contractors in a variety of cities," he said.
Councilmember Steve Cowdrey moved and Councilmember Lori Loseth seconded a motion "to move forward with the Revocation of DeBella [business license] in the City of Asotin." The motion passed 5-0. No representative for DeBella was recorded as present or offering a response during the meeting.
The council record includes the contract dates Wagoner cited: contract signed April 23, cancellation letter received by DeBella May 5 (the council minutes note this as seven days after dispatch), and materials scheduled/delivered May 21 and refused at the residence. The minutes do not record any returned deposit amount or a timetable for final administrative action; the motion directs staff to proceed with the revocation process.
