Rock Island County adopted a Public Transportation Applicant Ordinance and a resolution authorizing execution and amendment of a Section 5311 Grant Agreement to the Illinois Department of Transportation. The packet said the county expects $56,735 in Federal 5311 funding and $338,200 in DOAP funding for a total of $394,935; Project Now will serve as the county's subrecipient to provide rural transportation services.
The board also accepted the "Special Section 5333(b) Warranty," a standardized employee-protection assurance agreed between the U.S. Departments of Labor and Transportation that satisfies federal protections when Section 5311 funds are used. The resolution authorizes the County Board Chair to execute the grant agreement and to provide required assurances; Rock Island will serve as the grant fiscal agent and remit the county's portion to Project Now per the MOU.
The board approved the ordinance and grant authorization on voice and roll-call votes, and members directed staff to continue coordination with IDOT and Project Now on program compliance and reporting.
