Rock Island County Board OKs $7 million CH78 reconstruction, funds two bridge replacements

The Rock Island County Board on April 21 approved a $7,000,000 appropriation to reconstruct the eastbound lanes of County Highway 78 (Rock Island–Milan Parkway) from U.S. 67 to Indian Bluff Road.
County Highway Engineer Matthew Miller told the board the reconstruction is a bondable capital improvement under the Illinois Highway Code and is intended to improve a heavily traveled corridor. The resolution appropriated $7,000,000 from the county's local allotment under the Illinois Highway Code and directs the County Engineer to prepare plans and advertise for bids.
In related action the board approved appropriations for two structure-replacement projects. The board authorized $500,000 from the County Bridge Fund for structure 081-3094 on CH50 (Meridosia Ditch) and $1,500,000 for structure 081-3110 on CH55 (Mill Creek). The resolutions empower the County Engineer to prepare plans, advertise for bids and oversee construction per IDOT standards.
The board also approved LPA engineering-service agreements for inspection of CH50 and CH55 with Hutchison Engineering, Inc. (CH50: $59,614; CH55: $101,566). Several items in the packet noted that one structure had received no bids and that quotes were being explored; the board moved forward with funding and procurement steps.
All motions on the reconstruction and bridge appropriations passed unanimously on roll call (16–0). The County Clerk certified the resolutions and the chairman was authorized to execute related contracts and documents.
