Loudoun County to present Western Loudoun Recreation Complex master plan Dec. 9; town staff says test wells and sewer modeling underway

Wilkes said the county has condensed earlier concepts into two general site layouts and will post a summary of key site investigations on Dec. 9, followed by a two‑week public comment period.
“The site design that they are presenting to the public does factor in on‑site well and septic. In other words, they will, for the purposes of this design, not be depending on public water and sewer from the Town of Purcellville,” Wilkes said. She told commissioners the county had obtained five permits to test wells and expected drilling to start before the end of November; traffic-count results and technical traffic modeling are expected later, with traffic counts due by the end of January.
Wilkes said the county has also received sewer modeling from the town and is reviewing whether the town would provide sanitary sewer service; the master plan will be filed with the county as part of a special-exception application and will subsequently go before the Loudoun County Planning Commission and Board of Supervisors, with public hearings at each stage. Wilkes said the project team will post a 10‑page summary of the site investigations and background research on Dec. 9 so residents can review the underlying analysis.
Chair Ron Reis asked commissioners to help spread word about the Dec. 9 meeting through homeowners associations and neighborhood channels so residents can attend the public presentation. Wilkes said the town will provide staff-level updates and expects the next internal project meeting on Jan. 23, 2025.
