Willard City Council adopted Ordinance 2024-13 on Sept. 26, 2024, updating the city’s rules to permit electronic participation in council meetings with limited exceptions. Council discussion clarified that the mayor must be physically present at a meeting even when other participants join electronically.
Council Member Rod Mund moved for adoption and Council Member Rex Christensen seconded; the ordinance passed by unanimous roll-call vote among the council members recorded in the minutes. The change is intended to add flexibility for remote attendance while maintaining in-person leadership presence when required.
