Council heard staff explain that the city's tipping fee is currently $7.20 per can per month and that diversion incentives tied to an 80% participation rate could reduce that fee by about 10–15% for all residents. Members questioned whether the city or hauler should provide cans (purchase vs vendor-supplied) and weighed equity concerns for low-income residents if an upfront can charge were placed on bills. The motion to continue negotiations and have the committee return with three rollout options (including costs for 50% and 80% participation, buy vs rent can models, and public-education strategies) was moved, seconded and approved by the council.
