South Weber City Council voted to approve the second amendment to Resolution 24-36, the Riverside RV Park development agreement, clarifying how the 120-day "leave period" will be suspended during winter trial periods. Staff and council discussed language and intent: the amendment suspends the leave requirement from Dec. 24 through April 30 so occupants whose 120-day periods fall in winter can remain until the end of April for the 2024–25 trial and again the following winter.
Councilmembers questioned whether the amendment should explicitly state "120 consecutive days in a calendar year" or include an explicit cap ("not to exceed 240 days") to avoid unintended year-round occupancy. Staff said the proposed date language accomplishes the goal without inserting complex math into the addendum; after clarifying intent, the council moved to approve the amendment and recorded a unanimous roll-call vote.
