Council preapproves Alta View Construction for 700 East sewer realignment after low bid

The council preapproved (Resolution 25-03) an agreement with Alta View Construction to complete the 700 East Sewer Line Realignment and Replacement Project, staff said Feb. 18.
John Anderson presented the procurement results and described the project as long-delayed infrastructure work. "We ended up with 8 contractors looking at it. The project came in, as you see, there's 727,000," Anderson said, noting the engineer's estimate was closer to $900,000. Anderson said staff included two alternates (landscaping and related items) totaling about $20,000 and that Alta View has relevant local experience.
Staff said the contract includes a restrictive schedule to finish by June 13 so the city can coordinate around South Ogden Days and school access; Anderson noted the work will be routed through park property to avoid congested utilities on 700 East. Councilmembers praised staff for re-bidding after receiving no bids in a previous solicitation and voted to approve the resolution by roll call. Staff said the project will be funded from the water/sewer capital project allocations already on the books.
