The council approved Resolution 71-26 imposing a temporary moratorium on second (irrigation) water meters while staff compiles guidance from the DNR and reviews plumbing compliance. The city administrator said the moratorium is meant to reduce cross-contamination risks and to allow the city to require annual inspections and certified testing for such meters.
Staff and council members discussed mirroring the Uniform Plumbing Code (UPC) in city code or updating local code to make requirements explicit. Staff noted that some past installations may not have followed required testing or inspection procedures and that clarifying local code will make enforcement and annual testing requirements “black and white.”
