The commission voted unanimously to recommend that the City Council rezone approximately 27.6 acres at about 972 E. South Weber Drive from Agricultural (A) to Residential Moderate (R‑M) for the Kapp Legacy project.
Community Development Manager Lance Evans explained the request and told the commission that, if the rezone is approved, “extensive studies will be conducted on the property.” A resident asked whether an environmental study had been completed; staff indicated further site-specific studies would occur as part of later applications. Commissioner Chad Skola moved to recommend approval; Commissioner Gary Boatright seconded. Commissioners Boatright, Losee, McFadden and Skola voted aye and the motion carried.
The rezone recommendation covers 27.6 acres within the larger 32.86-acre potential development area; staff noted 22 acres of the overall site are already designated R‑M in the General Plan. The commission forwarded the recommendation to the City Council for final action.
