Willard Council approves revision of subdivision regulations to tighten soils, wetlands and plat rules

The Willard City Council unanimously approved revisions to the city’s subdivision regulations (Chapter 12-400) on Dec. 12, 2024, tightening documentation and site-management requirements for new subdivisions.
Council members debated several specific changes before the vote. The adopted amendments require developers to provide USDA/NRCS soils maps and reports, remove the narrower term “jurisdictional” wetlands in favor of identifying all wetlands, update references from SCS to NRCS, add requirements for construction site management plans (vegetation and trash control), change final-plats to be recorded by the city rather than the landowner, and redefine density based on developable area rather than total area. Council Member Rod Mund moved approval; Council Member Jacob Bodily seconded and the motion passed unanimously in a roll-call vote.
Planning Commission Chairman Chad Braegger had earlier reported public comment on South Willard land-use amendments and other planning work; the planning commission also approved a conditional-use permit for Scott and Dustin Gilbert in recent business. The council’s ordinance changes respond to consistency and construction-management concerns raised during those reviews.
Next steps: the ordinance revisions are adopted as amended and will be incorporated into the city code; staff will implement the new submission requirements for future applications.
