Commission approves Weis Markets 'Gas and Go' conceptual site plan in Lusby Town Center

The Calvert County Planning Commission voted Sept. 18 to approve conceptual site plan CSPR-143181 for a Weis Markets "Gas and Go" in the Lusby Town Center with conditions as set out in the staff report.
Christine Fenimore, principal planner, told commissioners the 8.12-acre property (Tax Map 42, Parcel 405) is currently developed as a commercial shopping center anchored by Weis and that the conceptual proposal would add an automotive filling station (three pump islands and a 2,204-square-foot kiosk) plus a 3,000-square-foot retail building. Fenimore said the technical evaluation group accepted the conceptual plan in June 2024 and that the Department of Public Works approved the TIA in August 2024.
Commissioners pressed the applicant and staff on several specifics. Alex Rorvia, representing Weis Markets, clarified tenure and operations: "We are tenants," he said, and could not identify the property owner at the meeting; the owner authorization on the application lists Peter Hillbry. On stormwater, engineer Dan Kelsham (COA Barrett) said an easement and a repair-and-maintenance agreement recorded with the original development require the shopping-center owner and DPW to address issues, and Fenimore noted micro-bio retention and subsequent discharge to the existing system. On fuel storage, Rorvia said the facility will offer three grades of gasoline and diesel; he described one compartmentalized tank and total tank capacities at the site.
A motion to approve CSPR-143181 with staff-recommended conditions was made and seconded; the commission voted in favor on a voice vote. Staff said the next steps are detailed site development and final site-plan reviews, subject to the conditions adopted by the commission.
