Committee advances directing Registrar to release cast vote records with results after public support

The Alameda County Policy Administration Legislative Committee voted on Sept. 16 to forward to the full Board a recommendation directing the Registrar of Voters to adopt a policy releasing cast vote record reports concurrently with election results.
Karen Butter, who identified herself as a member of the newly appointed Alameda County Elections Commission, presented the commission’s recommendation and supporting slides. "You have a report and then I have a few slides that I sent along just to explain it a little bit," Butter said, urging the committee to adopt the policy for the November 2024 election cycle.
Several public callers supported the proposal. Helen Hutchison of the League of Women Voters of Alameda County said, "Releasing the cast vote record is one step in increasing the confidence in our election administration here in Alameda County." Caller Steven recounted that in the November 2022 election the registrar initially announced the wrong winner in an Oakland school board race and said the proposed policy could have prevented the confusion that led to recounts and litigation. Pedro Hernandez, legal and policy director with California Common Cause, called the policy "a simple but significant step" toward restoring public trust.
Chair Carson said the committee would advance the recommendation to the full Board unless objections were raised; no committee members objected. The item will return to the full Board for potential adoption and any final policy language from the Registrar.
