Mayor Bob Gutierrez thanked Gallagher for years of service and told him the city staff builds contract terms to allow monitoring and termination if a vendor fails to meet obligations, noting contracts include 30-day performance reviews. The council said staff would review Gallagher’s concerns and the procurement language.
